Licencing Procedure: |

Learner's Licence |
The applicant should appear in person before the Licensing
authority in whose jurisdiction he resides with the following documents :
Note: All the prescribed forms are available at RTO offices free of cost.
Application in Form No. 2.+ Court fee stamp for Rs. 2/
- Fee paid receipt for Rs. 15/- for
each class of vehicle. (To be paid at RTO office)
- 3 recent passport size photographs
of the applicant.
- Self declaration in Form 1-A.
- Proof of address and date of birth -
For proof of address/date of birth, any one of the following documents may be submitted:
Proof of address:
Ration card, Electoral roll, Life insurance policy, Passport, Electricity/Telephone bill
having the person's name on the same, pay slip issued by any office of the central / state
govt, or a local body. House tax receipt
Date of birth:
School certificate, Birth certificate.
Preliminary test : (for issue of a Learner's Licence)
Every applicant for a Learner's Licence shall appear before the licensing authority for a
test, and shall satisfy such authority that the applicant possesses adequate knowledge and
understanding of the following matters, namely:
- Traffic signs, Traffic signals, and
the Rules of the road regulations made under Section 118 of the Act
- Duties of a driver when his vehicle
is involved in an accident,
- The precautions to be taken while
passing an unmanned level crossing, and
The documents he
should carry with him while driving a motor vehicle.
Written Test
In all the RTO offices in the state, objective type written test will
be conducted by giving question papers in Kannada or English. There will
be 15 questions, applicant has to get minimum of 10 marks to be eligible for learner
licence.( for questionnaires please do refer books "Guidance for Driver" or
"Chalakara Margadarshi" published by KMVIA)
NOTE :The above will not apply to the holder of a valid driving licence or
learner's licence who applies for learner's licence for another class of vehicle.
A person holding a learner's licence shall
Accompany an
instructor holding an effective driving licence for driving such class of motor vehicles.
Practice driving
in such class of vehicle affixed to both front & rear with letter 'L' in red on a
white background.
Not carry any
person in motor cycles other than an instructor.

Driving Licence |
The applicant should
appear in person before the Licensing authority with the following:
For Fresh Licence
- Application form No. 4, with Court
fee stamp for Rs. 2/-
- Fee paid receipt for Rs. 20 /- (for
licence); (To be paid at RTO office)
- Fee paid receipt for Rs. 15/
(testing fee); (To be paid at RTO office)
- 4 recent passport size photographs
of the applicant;
- Valid Learner's Licence (held by him
for atleast 30days);
Addition of another class
of vehicle to an existing licence:
- Application in Form No. 8 with Court
fee stamp for Rs. 2/-,
- Fee paid receipt for Rs. 15/- (for
the endorsement), (To be paid at RTO office)
- Fee paid receipt for Rs. 15/- (Test
fees), (To be paid at RTO office)
- An effective Learner's Licence for
the class of vehicle held by him for at least 30 days and the previous driving licence.
For Licence in Computer
Image Card
- Application in Form No. 7 + Court
fee stamp for Rs. 2/-
- Fees paid receipt for 45/- (To
be paid at RTO office)
- Applicant has to appear before
licencing authority for taking photographs.
In all above
cases, the applicant should produce a registered motor vehicle (in safe operating
condition) of the class for which the licence is required, with all Original valid
documents of the vehicle, such as R.C. book, Tax card, Insurance Certificate &
Emission Test Certificate.
Test of competence to drive: (Permanent licence)
- The applicant can appear for the
test of competence only if he has held a learner's licence for a period of at least 30
days.
- The applicant shall satisfy the
person conducting the test that he is able to:
- Adjust rear view mirror,
- Take precautions before starting the
engine.
- Move safely and smoothly till the
top gear is reached.
- To change to the lower gear quickly;
when traffic conditions warrant,
- Change to lower gears quickly when
driving downhill,
- Stop and re-start the vehicle on a
steep upward incline without rolling back, turn right and left corners correctly and make
proper use of rear view mirror before signaling,
- Over-take, or allow to be overtaken
giving appropriate signals,
- Give appropriate traffic signals in
time and in clear manner,
- Change the lanes with proper signals
and with due care.
- Stop the vehicle in an emergency
with appropriate signals,
- Driving a vehicle having a reverse
gear backwards into a limited opening either to the right or left,
- Cause the vehicle to face in the
opposite direction by means of forward and reverse gears,
- Take correct and prompt action on
traffic sign, Traffic lights, traffic policeman and by other road users,
- Act correctly at pedestrian
crossings not regulated by traffic lights or traffic police by giving preference to
persons crossing the road,
- Keep well to the left in normal
driving,
- Regulate speed to suit varying road
and traffic conditions,
- Demonstrate general control of the
vehicle by confident steering and smooth gear changing and braking as and when necessary,
- Make proper use of the rear view
mirror before signaling, begin maneuvering, moving away altering the course to overtake,
turning right or stopping,
- Use proper side when driving
straight, turning right, turning left and at the junction of the road,
- Make proper use of accelerator,
clutch, gears,brakes (had and foot), steering and horn,
- Anticipate the action of
pedestrians, drivers of other vehicles and cyclists,
- Take precaution at cross and on road
junctions with regard to,
- Adjustment of speed on approach,
- Proper use of rear view mirror,
- Correct positioning of the vehicle
before and after turning to the right or left.
- Avoidance of cutting right hand
corners,
- Looking right, left and right again
before crossing emerging,
- Concentrate on driving without his
attention being distracted and to demonstrate presence of mind,
- Show courtesy and consideration for
the safety and convenience of other road users, such as pedestrians, drivers of other
motor vehicles or cyclists.

Renewal of Licences |
- Learner's Licence:
The applicant should present himself in person before the licensing authority
with the following :
- Application in Form No. 2 with
a passport size photograph affixed there on,
- Court fee stamp of Rs. 2/-,
- Fee paid receipt for Rs. 15/-, (To
be paid at RTO office)
- The Learner's Licence previously
held.
- Permanent Licences
The applicant should present himself in person, before the licensing authority with the
following :
- Application in Form No. 9 and a
Medical certificate in form No 1 & 1A
- Court fee stamp for Rs. 2/-
- 4 copies of recent passport size
photographs'
- Fee paid receipt for Rs. 15/- (To be
paid at RTO office)
- Licence previously held.
If the application is made after the expiry of the grace period of 30 days, an additional
fee receipt of Rs. 10/- for the period of delay of one year or part there of to
be paid at RTO office and enclosed.
